New home of INQ

Due to the change of leadership in INQ, it was decided it would be easier to make a new forum from scratch than to pull apart this forum and remake it.

If you sign up I will give you the appropriate permissions ASAP. I hope that this new forum is similar enough to this one that you can find your way around easily but has improvements that make it nicer to use.
